Open Enrollment 2026: How Insurance Agents Can Reach More Prospects & Grow Their Book

It’s that time of year again.

Open Enrollment is coming up — and if you’re an insurance agent, now is the time to start thinking about how you’re going to reach the people who may need your help.

Notice I said now – Not October 15. Not November 1 – NOW.

Because by the time Open Enrollment officially begins, consumers are already being bombarded with insurance advertising. Mailboxes are full. Phones are ringing. Inboxes are overflowing.

Getting in front of the right prospects before all that noise begins can make a big difference.

And that’s where good data comes in.

What Are the 2026 Open Enrollment Dates?

There are two major enrollment periods coming up, and they’re easy to lump together even though they’re very different.

During this period, people already enrolled in Medicare can review and make changes to their Medicare Advantage and prescription drug coverage for 2027.

Marketplace / ACA

November 1, 2026 – January 15, 2027

Jan 1 or Feb 1, 2027

For states using the federal Marketplace, November 1 is the first day consumers can enroll in, renew or change coverage for 2027.

Note: “Open Enrollment 2026″ refers to the enrollment periods in late 2026 that affect 2027 coverage.

Important December 15 Deadline – Consumers generally need to enroll or make changes by December 15 for Marketplace coverage beginning January 1.

State-based Marketplaces may have different deadlines, so agents should always check the rules for the states where they do business.

How Big Is the Open Enrollment Market?

Sometimes we throw around the words “Open Enrollment” without stopping to think about just how big this market really is.

According to CMS, approximately 23 million consumers signed up for 2026 individual market health insurance coverage through the Marketplaces during the most recent Open Enrollment period.

That’s a pretty substantial audience.

And those aren’t just new shoppers. The total included approximately 3.4 million new Marketplace consumers and 19.6 million returning consumers.

Returning consumers matter, too.

People change plans. Premiums change. Networks change. Prescription needs change. Family circumstances change. And even consumers who are automatically re-enrolled have an opportunity during Open Enrollment to compare their options.

In other words, your prospect universe isn’t limited to people who don’t have insurance today.

When Should Insurance Agents Start Marketing for Open Enrollment?

I’ve been in the direct marketing business for a long time, and one thing hasn’t changed:

Timing matters.

Think about what happens once Open Enrollment begins.

Every insurance company, agency and agent wants the consumer’s attention at the same time.

That’s why I like the idea of starting early.

September and early October are good times to introduce yourself, remind people that Open Enrollment is coming and give them a reason to remember your name.

You don’t have to give them the hard sell.

In fact, I wouldn’t.

A simple postcard, letter or email that says, essentially, Open Enrollment is coming. If you have questions, I’m here to help can start the conversation before everyone else starts shouting.

Then you follow up.

Who Can Insurance Agents Target?

This is the part of the conversation where Dataman Group comes in.

You can have the best message in the world, but if you’re sending it to the wrong people, it isn’t going to do much good.

Build Your Insurance Prospect Audience

Insurance agents can build targeted prospect lists using criteria such as:

Age • Geography • Income • Homeownership • Household Information • Lifestyle & Demographic Selections • Phone Availability • Email Availability

For agents working the Medicare market, Turning 65 data can be especially useful because it allows you to reach people as they approach an important life-stage event.

And remember: Turning 65 isn’t just an October-through-December opportunity.

People turn 65 every day.

That means agents who work this market can build a year-round marketing program instead of disappearing after December 7 and starting all over again the following fall.

Should Insurance Agents Use More Than One Marketing Channel?

This is another one of my favorite subjects.

Direct mail works.

Email works.

Phone outreach works when it is appropriate and compliant.

Digital advertising works.

But they don’t have to live in separate little boxes.

The strongest campaigns often use several channels to reinforce the same message.

For example, you might send a postcard introducing your agency, follow it with an email, and then continue communicating with those prospects as Open Enrollment approaches.

The consumer may not respond the first time they see your name.

That’s OK.

Marketing isn’t always about getting someone to raise their hand immediately. Sometimes it’s about being familiar when they’re finally ready to talk.

Give People a Reason to Respond

Insurance can be confusing.

That’s actually an opportunity for agents.

Instead of making every communication about “buy from me,” give people something useful.

You could offer an Open Enrollment checklist, a list of important enrollment dates, questions consumers should ask when comparing plans, a reminder to review providers and prescriptions, or an invitation to schedule a coverage review.

You don’t need to make it complicated.

In fact, simple is usually better.

Your goal is to start a conversation.

  • Offer annual reviews.
  • Stay in touch with newsletters, birthdays, and benefit reminders.

Retention keeps your pipeline strong year after year.

What About Consumers Who Experience Life Changes?

Open Enrollment gets all the attention this time of year, but life doesn’t conveniently happen according to an enrollment calendar.

  • People move.
  • They get married.
  • They have babies.
  • Maybe they lose other health coverage.

Certain life events may qualify consumers for a Special Enrollment Period outside the annual Marketplace Open Enrollment window.

From a marketing standpoint, this is another reason life-stage data can be so valuable.

Changes create opportunities.

When you know who you’re trying to reach — and when they’re most likely to need your services — your marketing becomes much more relevant.

Good Open Enrollment Marketing Doesn’t Have to Be Complicated

Every year around Open Enrollment, agents ask us what they should be doing.

START EARLY. TARGET CAREFULLY. STAY IN TOUCH.

You don’t need to market to everybody.

You need to market to the right people with the right message at the right time.
